You would have to be more specific. If we are speaking about the United States, there is the FCC and they control what can go through the airwaves. Foul language, threats and anything obscene is likely to get one’s ad’s booted off the air(or cable waves)
Also, false advertising is a big no no. Some miracle hair growth formula that does not promise what it claims is ultimately banned although advertisers constantly try to work around this.
Laws vary from country to country as well. In many European countries (if I remember correctly) nudity is perfectly fine.
When it comes to the internet it is much more difficult to regulate. SPAM is still iffy. Hands down anything that advertises violence, child abuse, animal abuse will get one thrown in jail
